Here are the answers to your two questions:
1. The transition from quantum spacelessness to our perception of space
involves multiple stages: the physical process of decoherence, the collapse
of quantum states through measurement or observation, and the cognitive
interpretation of these classical states by our brains.
But it is precisely in temporal memory that the transition occurs as we
recognize data and assign meaning to them.
2. The concept of “horizons of meaning,” coined by the philosopher Edmund
Husserl, describes the multiple possible meanings and interpretations that
arise in the context of our sense of the world.
In other words, the set of mental models that can be applied to recognize
the same data and attribute corresponding meanings to them is the "meaning
horizon" for that data.

Dear Stu,
You wrote: "the emergence of a new Function in evolution is also the
creation of new Information that has semantics".
Please clarify what you mean by "information" in this case?
