<p style="font-family: Ubuntu, Helvetica, Arial; font-size: 11px; text-align: justify;"><span style="font-size: 20px;">Tras el nombramiento del nuevo Secretario General de Universidades, Francisco García Pascual, las negociaciones sobre el futuro Estatuto del Personal Docente e Investigador (PDI) han comenzado en serio.</span></p>

<p style="font-family: Ubuntu, Helvetica, Arial; font-size: 11px; text-align: justify;"><span style="font-size: 20px;">Seguimos sin constituir la Mesa Sectorial formalmente y, por el momento, Función Pública no estará presente en las reuniones. Esto implica que los acuerdos que podamos alcanzar podrían ser anulados posteriormente por dicha entidad.</span></p>

<p style="font-family: Ubuntu, Helvetica, Arial; font-size: 11px; text-align: justify;"><span style="font-size: 20px;"><span style="color: #e4002b;"><span style="color: #000000;">Por parte de</span><strong><span style="color: #000000;"> </span>UGT, </strong><span style="color: #000000;">hemos expuesto cuáles son la</span></span>s <strong>reivindicaciones mínimas, </strong>que consideramos indispensables que sean incluidas en el texto:</span></p>

<p style="font-family: Ubuntu, Helvetica, Arial; font-size: 11px; text-align: justify;"><span style="font-size: 20px;">✅<strong>Carrera horizontal:</strong> Exigimos una definición clara de la carrera horizontal en el Estatuto, tal y como figura en el TREBEP y está regulada para el PTGAS y para los OPIS en la Ley de la Ciencia.</span><br /><span style="font-size: 20px;"><strong>✅Reconocimiento de niveles:</strong> Reiteramos la necesidad de reconocer los niveles 29 para el profesorado titular y 30 para los catedráticos de universidad.</span><br /><span style="font-size: 20px;">✅<strong>Derechos ya existentes:</strong> Denunciamos que la propuesta actual no reconoce de forma clara derechos ya existentes como:</span></p>

<p style="padding-left: 40px;"><span style="font-size: 20px;">◼️Quinquenios, reconocimiento y retribución para todas las categorías de PDI.<br />◼️Sexenios, incluyendo la implantación de los sexenios de transferencia y de docencia.</span></p>

<p style="font-family: Ubuntu, Helvetica, Arial; font-size: 11px; text-align: justify;"><br /><span style="font-size: 20px;">✅<strong>Carrera profesional del PDI </strong>: Hemos requerido una definición más clara, tenemos preocupación por la ambigüedad en la definición de la carrera profesional del PDI, destacando la necesidad de que esta conecte con la carrera horizontal como una pasarela para la promoción vertical.</span><br /><span style="font-size: 20px;">✅<strong>Desarrollo normativo:</strong> Exigimos que el desarrollo normativo del Estatuto se realice mediante reales decretos y órdenes ministeriales, no dejando lugar a interpretaciones erróneas.</span><br /><span style="font-size: 20px;">✅<strong>Financiación de la formación</strong>: Reclamamos que la formación continua y permanente, así como las estancias internacionales que exige la LOSU, sean financiadas completamente con fondos públicos, eliminando la autofinanciación por parte del PDI.</span><br /><span style="font-size: 20px;">✅<strong>Modificación de leyes orgánicas:</strong> Hemos adviertido que el EPDI, al ser una ley ordinaria, no puede modificar una ley orgánica como la LOSU, por ejemplo, en la definición del catedrático laboral.</span><br /><span style="font-size: 20px;">✅<strong>Derechos del TREBEP:</strong> Exigimos que se recoja la definición íntegra del TREBEP en lo que se refiere a derechos, permisos y nuevas formas de trabajo nacidas de las TIC.</span><br /><span style="font-size: 20px;">✅<strong>Defensa jurídica: </strong>Reclamamos el derecho de defensa jurídica y respaldo económico para el PDI en caso de actos de obligado cumplimiento, como la participación en tribunales de procesos selectivos.</span></p>

<p style="font-family: Ubuntu, Helvetica, Arial; font-size: 11px; text-align: justify;"><span style="font-size: 20px;">Finalmente, el Ministerio ha informado de su compromiso de poner en marcha el <strong>Plan Integra,</strong> financiando 3.400 plazas de Ayudante Doctor en las universidades públicas con vistas al 1 de septiembre de 2024. Sin embargo, este plan requiere el acuerdo en la Conferencia General de Política Universitaria.</span></p>

<p style="font-family: Ubuntu, Helvetica, Arial; font-size: 11px; text-align: justify;"><span style="font-size: 20px;"><strong><span style="color: #e4002b;">UGT </span></strong>seguirá luchando por un Estatuto del PDI justo y que garantice el futuro del personal docente e investigador.</span></p>
