Invita a los Estados para que adopten medidas y creen las condiciones adecuadas a nivel nacional con el fin de facilitar una cooperación transnacional más estrecha y sostenible, así como una aplicación más eficaz de las actividades conjuntas de educación e investigación y de las herramientas del Espacio Europeo de la Enseñanza Superior (Bolonia). Busca facilitar la circulación de conocimientos y construir un vínculo entre la educación, la investigación y la industria en el sector de la innovación. El objetivo perseguido es, en particular, ayudar a garantizar que todo el mundo tenga acceso a oportunidades de aprendizaje permanente y de calidad, y dar importancia a las capacidades y competencias esenciales para responder a las demandas económicas y sociales actuales.</span></p>
