<li class="v1v1rtejustify" style="box-sizing: border-box; margin-right: 0cm; margin-left: 0cm; font-size: 11pt; font-family: Calibri, sans-serif; color: black; text-align: justify; line-height: 16.5pt;"><strong style="box-sizing: border-box; font-weight: bolder;"><span style="box-sizing: border-box; font-size: 12pt; font-family: Calibri, sans-serif;">Favorecer los sistemas de movilidad voluntaria y promoción interna</span></strong><span style="box-sizing: border-box; font-size: 12pt;"> como mecanismos de cobertura de puestos de trabajo, resolviendo los mismos de manera simultánea con los procesos de estabilización.</span></li>

<li class="v1v1rtejustify" style="box-sizing: border-box; margin-right: 0cm; margin-left: 0cm; font-size: 11pt; font-family: Calibri, sans-serif; color: black; text-align: justify; line-height: 16.5pt;"><span style="box-sizing: border-box; font-size: 12pt;">Una <strong style="box-sizing: border-box; font-weight: bolder;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">regulación excepcional para la Promoción Interna</span></strong> con el único requisito de concurso de méritos en los términos establecidos en las disposiciones adicionales sexta y octava de la Ley.</span></li>

<p class="v1v1rtejustify" style="box-sizing: border-box; margin: 0cm 0cm 1rem; font-size: 11pt; font-family: Calibri, sans-serif; color: #2c363a; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: #ffffff; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; text-align: justify; line-height: 16.5pt;"><span style="box-sizing: border-box; font-size: 12pt; color: black;"><br />La resolución, de fecha 1 de abril es puramente orientativa, sin <strong style="box-sizing: border-box; font-weight: bolder;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">ningún efecto vinculante</span></strong>, dejando a los distintos ámbitos de negociación el desarrollo de los procesos de estabilización lo que sin duda dará lugar a un tratamiento diferenciado ante una misma situación<strong style="box-sizing: border-box; font-weight: bolder;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">, generando inseguridad jurídica,</span></strong> que conllevará a la <strong style="box-sizing: border-box; font-weight: bolder;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">judicialización de la mayoría de las convocatorias</span></strong>. Ello supondrá a efectos prácticos que <strong style="box-sizing: border-box; font-weight: bolder;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">no se logrará el objetivo</span></strong> de <strong style="box-sizing: border-box; font-weight: bolder;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">acabar</span></strong> con el alto índice de <strong style="box-sizing: border-box; font-weight: bolder;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">temporalidad</span></strong> en nuestros servicios públicos generado por las propias administraciones.</span></p>

<p class="v1v1rtejustify" style="box-sizing: border-box; margin: 0cm 0cm 1rem; font-size: 11pt; font-family: Calibri, sans-serif; color: #2c363a; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: #ffffff; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; text-align: justify; line-height: 16.5pt;"><span style="box-sizing: border-box; font-size: 12pt; color: black;">Por otro lado, el contenido de la resolución, lejos de favorecer la movilidad voluntaria, recoge expresamente en su punto 3.6 la no obligatoriedad de ofertar concursos de traslados, lo que para <strong style="box-sizing: border-box; font-weight: bolder;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">CSIF</span></strong> supone un quebranto expreso al espíritu de lo establecido en el Art. 2 de la Ley y un nuevo menoscabo a los derechos del personal fijo.</span></p>

<p class="v1v1rtejustify" style="box-sizing: border-box; margin: 0cm 0cm 1rem; font-size: 11pt; font-family: Calibri, sans-serif; color: #2c363a; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: #ffffff; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; text-align: justify; line-height: 16.5pt;"><span style="box-sizing: border-box; font-size: 12pt; color: black;">Por último y pese a que existe por escrito un compromiso de negociación para mejorar las condiciones de trabajo del personal al servicio de las Administraciones Públicas, en especial las relativas a la promoción interna, la realidad es que Función Pública una vez más deja en la estacada al personal fijo desamparándolos en su derecho a la promoción interna.</span></p>

<p class="v1v1rtejustify" style="box-sizing: border-box; margin: 0cm 0cm 1rem; font-size: 11pt; font-family: Calibri, sans-serif; color: #2c363a; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: #ffffff; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; text-align: justify; line-height: 16.5pt;"><strong style="box-sizing: border-box; font-weight: bolder;"><span style="box-sizing: border-box; font-size: 12pt; font-family: Calibri, sans-serif; color: black;">CSIF</span></strong><span style="box-sizing: border-box; font-size: 12pt; color: black;">, en el seno de la negociación de cada ámbito para el desarrollo de los procesos de estabilización, <strong style="box-sizing: border-box; font-weight: bolder;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">velará porque se cumpla lo establecido</span></strong> en la Ley 20/2021 y <strong style="box-sizing: border-box; font-weight: bolder;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">denunciará a las administraciones</span></strong> <strong style="box-sizing: border-box; font-weight: bolder;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">que vulneren lo establecido en dicha normativa, tanto a su implementación como el incumplimiento de los plazos.</span></strong></span></p>
