<p class="v1v1v1MsoNormal" style="box-sizing: border-box; margin: 0cm; font-size: 12pt; font-family: Aptos, sans-serif; color: #2c363a; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-indent: 0px; text-transform: none; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; white-space: normal; background-color: #ffffff; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; text-align: justify;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">Desde la entrada en vigor de la LOSU,<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">la figura del Profesor/a Permanente Laboral (PPL)</strong><span> </span><strong style="box-sizing: border-box; font-weight: bolder;">se ha implantado en la mayoría de universidades públicas</strong><span> </span>—incluyendo Andalucía, Madrid, Comunidad Valenciana, Castilla y León, Galicia o Cataluña, con sus respectivas denominaciones autonómicas—,<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">salvo excepciones difíciles de justificar</strong><span> </span>como la<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">Universidad de Extremadura y la Universidad de Castilla-La Mancha</strong>.</span></p>
<p class="v1v1v1MsoNormal" style="box-sizing: border-box; margin: 0cm; font-size: 12pt; font-family: Aptos, sans-serif; color: #2c363a; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-indent: 0px; text-transform: none; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; white-space: normal; background-color: #ffffff; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; text-align: justify;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">En este proceso de normalización,<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">la mayoría de universidades</strong><span> </span>—como Córdoba, Salamanca, Sevilla, Santiago de Compostela o León— han permitido, y algunas incluso promovido (Valencia, Zaragoza), que el profesorado Contratado Doctor se integrase<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">en la modalidad de Profesor Permanente Laboral</strong>. Además, universidades como Sevilla, León o Córdoba han<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">impulsado procesos de estabilización hacia esta figura para el profesorado Contratado Doctor interino.</strong></span></p>
<p class="v1v1v1MsoNormal" style="box-sizing: border-box; margin: 0cm; font-size: 12pt; font-family: Aptos, sans-serif; color: #2c363a; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-indent: 0px; text-transform: none; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; white-space: normal; background-color: #ffffff; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; text-align: justify;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">En la práctica totalidad de universidades públicas,<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">las plazas de Profesor Permanente Laboral han formado parte de las OEP anuales desde la aprobación de la LOSU</strong>. Sin embargo, reiteramos nuestra preocupación ante la inacción de la Universidad de Castilla-La Mancha y la Universidad de Extremadura, que, escudándose en la falta de regulación autonómica o estatal, no han incluido esta figura en sus ofertas de empleo. Esta omisión puede tener graves consecuencias para el profesorado<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">Ayudante Doctor</strong><span> </span>próximo a finalizar contrato, así como para posibles<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">Contratados Doctores interinos</strong>.</span></p>
<p class="v1v1v1MsoNormal" style="box-sizing: border-box; margin: 0cm; font-size: 12pt; font-family: Aptos, sans-serif; color: #2c363a; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-indent: 0px; text-transform: none; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; white-space: normal; background-color: #ffffff; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; text-align: justify;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">Sobre este asunto, desde CSIF recordamos que la mayoría de<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">Comunidades Autónomas</strong><span> </span>aún no han desarrollado, como exige la LOSU,<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">la normativa que regule la figura del Profesor/a Permanente Laboral</strong>. No obstante, se observan avances aislados:</span></p>

<li class="v1v1v1MsoNormal" style="box-sizing: border-box; margin: 0cm; font-size: 12pt; font-family: Aptos, sans-serif; text-align: justify;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">En el anteproyecto de<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">ley andaluza de universidades</strong>, esta figura aparece como "Profesor/a Contratado Doctor".</span></li>
<li class="v1v1v1MsoNormal" style="box-sizing: border-box; margin: 0cm; font-size: 12pt; font-family: Aptos, sans-serif; text-align: justify;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">En la<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">Comunidad Valenciana</strong>, sus condiciones laborales y retributivas se han regulado en el III Convenio del Personal Laboral de las universidades públicas.</span></li>
</ul>
<p class="v1v1v1MsoNormal" style="box-sizing: border-box; margin: 0cm; font-size: 12pt; font-family: Aptos, sans-serif; color: #2c363a; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-indent: 0px; text-transform: none; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; white-space: normal; background-color: #ffffff; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; text-align: justify;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">Por otro lado,<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">ni la ANECA ni las agencias autonómicas de calidad han desarrollado aún una normativa específica para la acreditación como Profesor/a Permanente Laboral.</strong><span> </span>Actualmente, la acreditación vigente en<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">ANECA</strong><span> </span>sigue siendo la de Profesor Contratado Doctor, y en la mayoría de los casos se continúa utilizando como referencia para el acceso a plazas de PPL. Además, no se han establecido criterios mínimos comunes entre agencias autonómicas, que siguen a la espera de que<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">ANECA</strong><span> </span>defina un marco general. Tampoco se ha producido una adaptación de los criterios de acreditación a Profesor Titular de Universidad y PPL al nuevo modelo de carrera académica recogido en la LOSU, especialmente en lo referente a la duración de la etapa inicial (seis años).</span></p>
<p class="v1v1v1MsoNormal" style="box-sizing: border-box; margin: 0cm; font-size: 12pt; font-family: Aptos, sans-serif; color: #2c363a; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-indent: 0px; text-transform: none; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; white-space: normal; background-color: #ffffff; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; text-align: justify;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">Algunas universidades han activado mecanismos de promoción interna hacia categorías superiores para<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">el Profesor Titular de Universidad y/o de Profesor/a Permanente Laboral</strong>, aunque, con pocas excepciones (como la Universidad de Valencia), estos procesos<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">no se realizan por concurso de méritos</strong>, tal como exige la<strong style="box-sizing: border-box; font-weight: bolder;"><span> </span>LOSU</strong>, sino por<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">concurso ordinario</strong>.</span></p>
<p class="v1v1v1MsoNormal" style="box-sizing: border-box; margin: 0cm; font-size: 12pt; font-family: Aptos, sans-serif; color: #2c363a; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-indent: 0px; text-transform: none; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; white-space: normal; background-color: #ffffff; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; text-align: justify;"><span style="box-sizing: border-box; font-family: Calibri, sans-serif;">Por último, en las universidades donde se ha implantado la figura de Profesor/a Permanente Laboral,<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">se están reconociendo los quinquenios y sexenios en sus retribuciones, del mismo modo que al profesorado Contratado Doctor.</strong><span> </span>No obstante, este reconocimiento se da únicamente en aquellas universidades en las que<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">ya se aplicaba previamente porque estaba contemplado en sus respectivos convenios colectivos</strong>. A pesar de ello,<span> </span><strong style="box-sizing: border-box; font-weight: bolder;">las retribuciones del profesorado PPL continúan siendo generalmente más bajas que las del profesorado Titular, a pesar de que la LOSU establece la equiparación entre ambas figuras</strong>.</span></p>
