<p class="v1v1v1v1MsoNormal" style="margin: 0cm; text-align: left; color: #2c363a; text-transform: none; text-indent: 0px; letter-spacing: normal; font-family: Calibri, sans-serif; font-size: 11pt; font-style: normal; font-weight: 400; word-spacing: 0px; white-space: normal; box-sizing: border-box; orphans: 2; widows: 2; background-color: #ffffff; font-variant-ligatures: normal; font-variant-caps: normal; -webkit-text-stroke-width: 0px; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial;"><span style="box-sizing: border-box;"><span style="color: black; font-size: 12pt; box-sizing: border-box;">Está teniendo lugar en estas fechas la negociación entre Administración y sindicatos del proyecto de ley de modificación de la ley 14/2011 de la Ciencia, la Tecnología y la Innovación. El proceso negociador comenzó el 23 de febrero de 2021 con una reunión bilateral de los representantes del Ministerio de Ciencia e Innovación con CSIF, en la que se nos trasladaron las líneas maestras de la reforma que iba a presentar el Gobierno. En esa reunión, CSIF reclamó como ámbito de negociación la Mesa del artículo 36.1 del Estatuto Básico del Empleado Público, por considerarlo el adecuado, atendiendo a los sectores implicados en esta reforma. Esta petición ha sido atendida tanto por el Ministerio de Ciencia e Innovación como por Función Pública, y se ha constituido dicha Mesa de negociación, que se ha reunido en el presente mes de mayo en dos ocasiones.</span></span></p>

<li class="v1v1v1v1MsoListParagraph" style="margin: 0cm; color: black; font-family: Calibri, sans-serif; font-size: 11pt; box-sizing: border-box;"><span style="box-sizing: border-box;"><strong style="font-weight: bolder; box-sizing: border-box;"><span style="font-size: 12pt; box-sizing: border-box;">Rotunda oposición a la extinción de la actual escala de funcionarios de Científicos Titulares de OPIS</span></strong></span><span style="box-sizing: border-box;"><span style="font-size: 12pt; box-sizing: border-box;">. Defendemos la compatibilidad de esta escala con las figuras laborales propuestas por el Ministerio y no entendemos que la solución a la precariedad en el empleo en el sistema español de ciencia y tecnología (SECTI) sea la de laboralizar al personal investigador, puesto que el carácter laboral de la relación de trabajo permite el despido de este personal. Ni tampoco que así se vaya a acortar la edad de entrada a puestos estables dentro del SECTI.</span></span></li>

<li class="v1v1v1v1MsoListParagraph" style="margin: 0cm; color: black; font-family: Calibri, sans-serif; font-size: 11pt; box-sizing: border-box;"><span style="box-sizing: border-box;"><strong style="font-weight: bolder; box-sizing: border-box;"><span style="font-size: 12pt; box-sizing: border-box;">No discriminación económica entre trabajadores funcionarios y laborales</span></strong></span><span style="box-sizing: border-box;"><span style="font-size: 12pt; box-sizing: border-box;">: a igual trabajo, igual salario. Que el personal laboral no cobre menos que el personal funcionario, pero tampoco más.</span></span></li>

<li class="v1v1v1v1MsoListParagraph" style="margin: 0cm; color: black; font-family: Calibri, sans-serif; font-size: 11pt; box-sizing: border-box;"><span style="box-sizing: border-box;"><strong style="font-weight: bolder; box-sizing: border-box;"><span style="font-size: 12pt; box-sizing: border-box;">Refuerzo de las ofertas públicas de empleo</span></strong></span><span style="box-sizing: border-box;"><span style="font-size: 12pt; box-sizing: border-box;">, tanto de personal investigador del artículo 25 de la Ley 14/2011, como del personal de apoyo del artículo 29 de la misma Ley. Este último es imprescindible para la consecución de los objetivos de cualquier política científica. Es necesario recuperar los efectivos perdidos y dotar al sistema de suficiente número de plazas para garantizar su operatividad.</span></span></li>

<li class="v1v1v1v1MsoListParagraph" style="margin: 0cm; color: black; font-family: Calibri, sans-serif; font-size: 11pt; box-sizing: border-box;"><span style="box-sizing: border-box;"><strong style="font-weight: bolder; box-sizing: border-box;"><span style="font-size: 12pt; box-sizing: border-box;">Desarrollo de la carrera profesional para el personal encuadrado en las escalas de apoyo</span></strong></span><span style="box-sizing: border-box;"><span style="font-size: 12pt; box-sizing: border-box;">, que lleva injustamente olvidado desde la entrada en vigor de la Ley 14/2011, cuando no directamente discriminado.</span></span></li>

<li class="v1v1v1v1MsoListParagraph" style="margin: 0cm; color: black; font-family: Calibri, sans-serif; font-size: 11pt; box-sizing: border-box;"><span style="box-sizing: border-box;"><span style="font-size: 12pt; box-sizing: border-box;">Que todo el personal que haya contribuido en la consecución de los resultados de una investigación pueda ser partícipe de la explotación de los resultados de la misma, y no únicamente el personal investigador.</span></span></li>
