<div class="pre" style="margin: 0; padding: 0; font-family: monospace"><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> CSIF ADVIERTE QUE LOS PGE 2019 NO SUPONEN UN CAMBIO DE TENDENCIA E</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> INSISTE EN LA NECESIDAD DE UN MAYOR ESFUERZO PÚBLICO Y PRIVADO PARA</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> CONSEGUIR LA FINANCIACIÓN QUE NUESTROS INVESTIGADORES NECESITAN </span><br /> <br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> * LA ACTIVIDAD INVESTIGADORA SE VE FRENADA POR UNA LEGISLACIÓN MUY</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> RÍGIDA Y POR EL INCREMENTO DE LA CARGA BUROCRÁTICA</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> * SE SIGUEN NECESITANDO MÁS RECURSOS HUMANOS PARA IMPULSAR LA</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> INVESTIGACIÓN</span><br /> <br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> Según el Instituto Nacional de Estadística, el porcentaje destinado en</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> España a la I+D+i en el 2017 fue del 1,2% mientras que la media europea</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> estaba en el 2.07% del PIB y países como Francia o Portugal alcanzaban</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> en el 2,25% y 1,67% respectivamente. Se mantiene, por lo tanto, la</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> brecha de inversión con respecto a la media comunitaria. </span><br /> <br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> Si echamos la vista atrás, comprobamos como el gasto en porcentaje de</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> PIB ha retrocedido un 9'7% desde 2008 a 2016. Además, incidiendo en</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> nuestros seculares problemas de transferencia de conocimiento e</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> innovación, nuestras empresas invierten en I+D un tercio de la media</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> europea. Con estos mimbres y según destaca la Fundación Cotec, el</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> objetivo para el 2020 de llegar al equivalente del 2% de la producción</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> nacional sigue antojándose como un reto imposible. </span><br /> <br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> Siguiendo la estadística del INE, en el ranking por comunidades</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> autónomas en inversión respecto al PIB en I+D destacan Euskadi</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> (1,88%), Navarra (1,73%) y Madrid (1,68). Por el contrario. en los</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> últimos puestos aparecen Extremadura (0,62%), Castilla-La Mancha</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> (0,57%) y Canarias (0,5%). </span><br /> <br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> El recientemente presentado Proyecto de PRESUPUESTOS GENERALES DEL</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> ESTADO 2019 recoge 7.413 millones de euros para I+D lo que supone un</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> incremento del 5% con respecto a lo asignado en el 2018, pero todavía</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> es inferior en un 23% a lo incluido en los PGE 2009. Conviene destacar</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> que, además, las dotaciones presupuestarias siguen apostando por una</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> política de préstamos que son créditos que deben devolverse y que</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> suelen quedarse sin ejecutar, frente a una política de subvenciones que</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> va más directamente a los grupos científicos. Con esta política,</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> ¿cuántos años vamos a necesitar para revertir esta tendencia? </span><br /> <br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> Por otro lado, la CARGA BUROCRÁTICA en las justificaciones de los</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> proyectos I+D+i y la aplicación de la Ley de Contratos del Sector</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> Público siguen dificultando la actividad investigadora y produciendo</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> una reducción sistemática del grado de ejecución presupuestaria que</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> cayó hasta el 30% en el 2017. </span><br /> <br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> CSIF también señala que se hacen necesarios MÁS RECURSOS HUMANOS PARA</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> LA INVESTIGACIÓN y pide la potenciación de los programas Ramón y</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> Cajal y Juan de la Cierva. El gobierno debería afrontar con decisión</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> el diseño de una carrera investigadora que permita la ESTABILIZACIÓN</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> DEL PERSONAL INVESTIGADOR e implementar medidas más atractivas en los</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> programas de captación y retención de talento. </span><br /> <br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> Por último, el sindicato critica el incomprensible RETRASO EN LA </span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> PUBLICACIÓN DEL ESTATUTO DEL PERSONAL INVESTIGADOR EN FORMACIÓN (EPIF)</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> que debería haber estado vigente ya a finales del 2018 y denuncia que,</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> al final, los investigadores en formación (unos 10.000 en Universidades</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> y Organismos Públicos de Investigación) no tendrán derecho a</span><br /><span style="font-family: arial, helvetica, sans-serif; font-size: 11pt;"> indemnización al finalizar su contrato. </span></div>
