<div class="moz-cite-prefix">Nice to hear from you. I think it will
be quite fertile the new interaction between FIS list and IS4SI
board. On the one side, the concern we share about developing
further organization is very positive. In my personal opinion
there should be a few important quasi "continental" Chapters (eg,
US, China, EU, Japan, perhaps India & Latin America...), plus
national Sections, and individuals acting as promoters engaged
with the creation of Sections/Chapters. Calling them Ambassadors,
Delegates, or Representatives is a matter of taste. The role of
the Secretariat should be highlighted, I think, as it is along
this via that those promoters should be supported (perhaps
previously proposed by dedicated members of the board or the
acting chairs). My suggestion is that in the board discussions of
the Strategic Plan we settle the details of these matters. But in
the meantime, I suggest that we START TO ACT and send to Annette
the coordinates of those parties potentially interested in
building a national section/chapter somewhere. It is very
difficult creating a complex organization from scratch, we have to
advance step by step and also to take risks.<br>

<div class="moz-cite-prefix">And on the other side, perhaps we have
not been paying attention to the existing <u>symbiosis</u>
between FIS list and IS4SI. Actually, the latter was originated
from a FIS conference (Beijing 2010), and it is a fact that the
list has been playing a significant role of continuity in between
the successive conferences--Moscow, Vienna, Gotteburg, Berkeley.
But we have not been taking care of fertilizing that implicit
symbiosis. Plenty of attendants of those conferences could have
been inscribed in the list--young graduate and PhD students
particularly (as Gordana has commented me offline). IS4SI itself
lacks sufficient membership... Part of the problem is the lack of
a cohesive intellectual path for the "common future". For every
veteran FISer and every IS4SI board member represents a
differentiated intellectual interest and research program. Fine,
as it should be. But let us also devote some time to articulate a
few common directions.</div>

<div class="moz-cite-prefix">If someone would ask me to describe
just three headlines for those main directions, I would respond:
1) THE GREAT DIVIDE: ANIMATE VERSUS INANIMATE INFORMATION. 2) THE
NUCLEAR INFORMATIONAL CONVERGENCE: CELLS, ORGANISMS, SOCIAL
ENTITIES. 3) THE INFORMATION ERA SCHISM: INFO SCIENCE VERSUS INFO
TECHNOLOGY (David vs. Goliath!).<br>

<div>I am just starting my work at the new university and I
am not yet ready to engage more substantially in my new
responsibilities in IS4SI. However, I already started
teaching and looks like I will be ready with the huge
paperwork soon.</div>
<div>At this moment only few words about chapters. I think
it is a very important direction of the development of
IS4SI. The location of biannual summit changes continent
and each time (for obvious reason - cost of travel) there
is shift of the audience. There are many other reasons for
formation of chapters. Probably the most important are
continuity and recruitment of new members. For this reason
I proposed in Berkeley to establish the function of
ambassadors of IS4SI understood as local representatives
of the organization in countries when we don't have active
members (e.g. Board members). My proposal was approved at
the General Meeting of IS4SI at the Summit in Berkley. I
was approached by some participants of the summit with
questions about the possibility to start a local chapter.
For instance, Rafal Maciag from Jagiellonian University in
Krakow, Poland volunteered to recruit members for the
chapter and to coordinate its formation. There are
many people interested in the study of information in
Poland (there are uasually some participants from Poland
at IS4SI summits), but there is no organization of this
type with interests outside of computer science. I am
thinking about formation of Japanese chapter. I talked to
(interested) individuals from other countries (e.g.
Romania, Italy).</div>
<div>The main issue is that the people who are engaged in
the formation of a chapter need some authority to recruit
members for IS4SI, i.e. to identify themselves as
representing IS4SI. For this reason (and for other
reasons), I think it will be good to have ambassadors.</div>

curious, the opportunity to watch some parties close to
the "guru" category, to respire the atmosphere of Silicon
Valley, and also the opportunity to watch the steady

organization of a strong (IS4SI) National Chapter like
they have done, could be suggestive for Europeans and US
parties. Don't you think that we should promote these
"continentals" arrangements? A similar US Chapter a EU
Chapter --each one with its own thinking style and focus--
would provide more leverage for the common "Study of
Information", including the foundations of information
science and information philosophy as well.</div>

Colleagues,</span></font></p>
<p><font size="3" face="Times New Roman" color="black"><span
style="font-size:12pt">We start this 23rd year of
activities in the list with the novelty commented
in my last message: the incorporation of IS4SI
Board members. We will count with a network of a
dozen correspondents or so who will keep all of us
updated on a variety of fields belonging to "the
study of information" on a seasonal basis. Of
course all members of the list are invited to
participate in this periodic informative contact
too. Whatever matters to our common interest on
information might be reflected by someone in the
list. The new purpose is that this list becomes
not only an arena of discussion, as we have so
much accumulated in the past (see <a
href="https://fis.sciforum.net/fis-discussion-sessions/"
target="_blank" moz-do-not-send="true">https://fis.sciforum.net/fis-discussion-sessions/</a>
), but also a dynamic repository of exciting ideas
& criticisms, of relevant scholarship of
articles and bibliography, of new insights on
contemporary problems, etc. Everyone in his/her
style, we could work as a collective intelligence
trying to make better sense of our strange times.
</span></font></p>
<p><font size="3" face="Times New Roman" color="black"><span
style="font-size:12pt">For a start I would suggest
a rough evaluation of the past meeting in
Berkeley (could it be possible some comment from
your side, Terry?). It was really an experience
listening to technological avantgarde's
prognostics & criticisms. Possible exits to
the contemporary crossroads are difficult to
foretell... In my opinion, a monumental
misunderstanding of information underlies a good
portion of the conceptual disorientation among the
cognoscenti. I will try to argue more concretely
about this along the debates of this New Course.
The new inscribed parties may present themselves
and produce their arguments when they wish (with
the traditional limitation of two messages per
week).</span></font></p>
<p><font size="3" face="Times New Roman" color="black"><span
style="font-size:12pt">But we are far less people
than before in the list (sadly the University of
Zaragoza's mindless application of the European
Law on Data Protection decimated this list), so to
facilitate the new functioning, maybe relaxing the
two messages per week could be a good idea now.
What about putting the limit in three messages per
week? </span></font></p>
<p><font size="3" face="Times New Roman" color="black"><span
style="font-size:12pt">Finally, to the group of
veteran FISers who have spent 20 years or more in
this list, a strong hug. Let us hope the new
venture with IS4SI will mean a new horizon of
creativity and influence for our long-term
